Organization Overview
Health Care Without Harm (HCWH)  is a 20-year-old international NGO working to transform global health care so that it reduces its environmental footprint and becomes a community anchor for sustainability and a leader in the global movement for environmental health and justice. HCWH has regional offices and partners in the US, Asia, Latin America, and Europe, and oversees the Global Green and Healthy Hospitals (GGHH) network, which has 1,160 members from 55 countries representing the interests of over 36,000 hospitals and health centers. 

Health Care Without Harm Asia, which is based in Manila, the Philippines; currently focuses its work primarily in the South East Asia region.  It is part of the global HCWH network— which also  has regional offices and staff in the United States, Europe and Latin America, as well as strategic partners in South Asia, China, Australia and Africa. 


Position Overview
Health Care Without Harm (HCWH) has launched a four-year project in partnership with UNDP in early 2018. This initiative addresses the intersection between health, human rights and the environment in developing countries. It will promote procurement practices that consider environmental and social impacts, as well as cost-efficiency and affordability when defining how processes will be sustainable. UNDP and HCWH will advocate for the integration of sustainable procurement and waste management practices in national policies, programmes and plans. 

This initiative will leverage the broad reach and deep relationships that HCWH has established with hospitals and health systems, both public and private on every continent through its Global Green and Healthy Hospitals Network.  The initiative aims to aggregate demand for sustainable manufacturing and waste management in a critical number of project countries and to slowly but surely move the supply chain towards greater sustainability. The expected outcome is a corresponding positive impact on the environment and on the health of patients, hospital staff, workers at medical product manufacturing sites and of local communities.  In early 2019, this project will also be launched in Southeast Asia covering primarily the countries of Philippines and Indonesia.

Also, at the beginning of 2019, the Climate-Smart Health Care - Cooling Energy Monitoring, Audits and Demonstration Project will be launched in the Philippines, China and Argentina.  This two-phase project focuses on energy audits and the adoption of energy monitoring systems and energy efficient cooling technologies in hospitals. The greenhouse gas emissions from hospital cooling make a significant contribution to climate change. Globally, hospital cooling annually contributes approximately 365 MT CO2e, and absent efforts to improve efficiency and/or decarbonize the power grid, hospital cooling’s climate impact could triple by 2040. Furthermore, many hospitals don’t have the information they need to fully understand the benefits of investing in cooling efficiency.


These two projects would require a Senior Program Manager in the Philippines who will lead the implementation of both projects in the Philippines, Indonesia and Korea beginning in 2019.   

The Senior Program Manager will assume the following roles and responsibilities: 

  • Manage the Climate-Smart Health Care - Cooling Energy Monitoring, Audits and Demonstration Project in the Philippines; 
  • Help manage the Sustainable Health Procurement Project in the Philippines; 
  • Manage the project deliverable, for both projects, as planned at the beginning of the year; 
  • Align the implementation of the project with the overall goals of Health Care Without Harm; 
  • Track progress and report regularly regarding the implementation of the two projects; 
  • Participate in the meetings and consultations of the management team of HCWH Asia;  
  • Coordinate with the Global project team leaders for each project; and 
  • Accomplish other tasks as set forth by the Executive Director. 
The Senior Program Manager will be an accomplished campaigner professional and an energetic leader who has a passion for the mission of HCWH-Asia. We are seeking an individual with:  Knowledge, Skills and Ability: 

  • Proven ability to tackle difficult programme management issues and solve problems in a constructive, positive and ultimately results-driven way.  
  • Knowledge of health care sustainability 
  • Familiarity with health procurement and/or energy issues 
  • Knowledge of market for health products, manufacturers, energy and distributors in the country 
  • Skills and knowledge in policy advocacy, training and presentation 
  • Skills in building relationships with hospital leadership and staff 
  • Must be able to deal with consultant selection and relationship-building 
  • Bachelor’s degree in public health, health system management, economics, international development or related course is required. Master’s or higher degree is preferred;  
  • Minimum of three (3) years’ experience in procurement and/or energy project management; 
  • Must be fluent in written and oral English communications 
  • Able to write reports, prepare budgets and participate in global and regional project coordination meetings. 
  • Passion for HCWH, as demonstrated by prior experience or strong interest in health care, climate and environmental causes, waste management, health facilities, and human rights; and; 
  • Ability and willingness to travel as required.
